Why should you register to attend the California State PTA Legislative Conference?

  1.  You don’t have to be a policy expert or an advocacy rock star to get great benefit from the conference. The Legislative Conference is designed to meet the needs of everyone — from an advocacy novice to a policy wonk. Everyone will find something of value at the conference.
  2.  There is so much to learn! Participants in the conference learn about various ways to advocate at the local and state level, hear about important issues that affect students around the state, and hear from policy-makers in Sacramento.  
  3. You get a chance to see our government in action as part of the conference takes place at the Capitol. Some of the workshops take place in rooms in the Capitol building and then you are able to meet with your local representatives.  
  4. Meet and network with leaders from across the state. One of the best things about the legislative conference is meeting other leaders who care about children and families as much as you do! Talk to leaders from other areas of the state, spend time bonding with people from your district, and meet state leaders.
  5. Students can attend too!  Is your child passionate about a cause, do they want to learn more about how our government works or how they can help make change? Students are always welcomed at the legislative conference and there are a few special sessions just for them.

Get On Board with Totem

If your PTA isn’t registered yet in the TOTEM electronic membership system, now is the time to get on board! PTA leaders throughout the state use TOTEM.

You can set up the e-membership account from home. It’s easy, quick and free. All you need is the contact information for three of your key officers (President, Treasurer, and Membership VP/Chair) and your unit bank account information (used so membership dues can be deposited into your unit’s bank account).

Spotlight on the 2024-2025 Reflections Art Program

We are thrilled to introduce the theme for the 2024-2025 PTA Reflections Art Program, “Accepting Imperfection.” This year’s program aims to inspire students to express their creativity while embracing their unique perspectives.

  • Reflections Resources on the Leader’s Website: This section includes job descriptions, rules, links to past trainings, and a new virtual form link for units and councils. Visit the Leader’s Website and go to the Reflections section in the dropdown menu.

New Virtual Form

The new virtual form for the Reflections Program can be accessed here. Note that the details section is now required. For Visual Arts or Photography entries, students must detail any computer-generated or edited work. All other categories should either write “N/A” or provide relevant details.

Ensure your entries are submitted on time to avoid disqualification. Here are the recommended due dates, but please check with your Council and District PTAs for their exact deadlines. We recommend that units use a deadline of Oct 15 so that judging is completed in time for the Council PTA level of judging (recommended deadline in early November) and District PTA judging (recommended deadline in early December.)

PTA Leaders Find Important Connections at Museum of Tolerance

“…it is crucial for all of us to give new meaning to the word ‘tolerance’ and understand that our ability to value each and every person is the ethical basis for peace, security and intercultural dialogue. 

“A peaceful future depends on our everyday acts and gestures.  Let us educate for tolerance in our schools and communities, in our homes and workplaces and, most of all, in our hearts and minds.” –Federico Mayor, Director-General of UNESCO (from his address at the dedication of the Museum of Tolerance, February 8, 1993)

These words clearly resonate with our California State PTA mission to positively impact the lives of all children and families. That was the conclusion of the PTA leaders, staff members, and unit leaders from around the state who participated in a two day “Tools for Tolerance” program at the Museum of Tolerance in Los Angeles at the end of May, 2024.

I was deeply affected by the experience and I know the same was true for everyone else who attended. My conundrum was how to adequately share it with all of you.

How could I summarize what each individual person learned, felt, or internalized during our recent training?  How could I bring each person’s experience alive for the reader?  How do we collectively convey our gratitude for the care and thought that went into the facilitation and design of this very powerful experience?

I decided the best choice was to use the words of the PTA leaders who participated. Here was our experience!

“The Museum had a wonderful program with two facilitators, time in the museum to experience the exhibits, a consultant to walk us through some equity program design, and my favorite, two guest speakers – a Holocaust survivor and…the daughter of an interned Japanese family whose paths intertwine with a Hispanic family subject to racial segregation…the Mendez family of the landmark Mendez v. Westminster case that resulted in school desegregation in California seven years before Brown v. Board of Education.” – Heather Ippolito, President-Elect

“The content is extremely relevant to the work we do and our current state of the world, and it has moved me to be more empathetic and understanding towards others that might share different beliefs, interests, or views…Walking through the exhibits to hear the tragic history of the Holocaust gave us just a glimpse of the experience, and while it was emotional and horrific, it is so necessary to learn and understand the depths of this history in order to move forward and operate in a lens of love and empathy that is free from hate, discrimination, and bias. I believe this program is necessary for any person that considers themselves a leader, whether an educator, administrator, youth serving institution, or mentor.” Lydia Vi, Communications and Marketing Manager

The MOT experience was a powerful reminder of how far we have yet to journey to truly understand, respect and treat everyone as they would want to be treated. While firmly rooted in the Holocaust, their updated exhibits bring home that we have struggled to make progress in our goals of trying to promote inclusion and access for all and the elimination of stereotypes and group think about individuals who may appear different than we are. Nominate A Teacher for McDonald’s Outstanding Educator Awards

Celebrate Financial Literacy Month by Using College Savings Options

April is financial literacy month, a time to review good money management habits.

One good habit, according to the National Association of Student Financial Aid Administrators, is to plan for big expenses, such as college and career training. Unfortunately, those expenses are getting bigger every year as costs continue to rise faster than the rate of inflation.

But two programs administered by the ScholarShare Investment Board, an agency of the State of California and chaired by the California Treasurer, could help. The first, the California Kids Investment and Development Savings Program (CalKIDS) provides funds for college and career training for eligible students from low-income families and all babies born on or after July 1, 2022, regardless of family income.

The second, ScholarShare 529, has served as the state’s official 529 college savings program for nearly 25 years and provides families with a tax-advantaged tool to save that features an excellent set of low-cost investment options. Growth on funds in the accounts are not taxed, if those funds are used for qualified higher education expenses.  Families can learn more about ScholarShare 529 at scholarshare529.com or register for an upcoming online webinar today.

Money from CalKIDS and ScholarShare 529 accounts can pay for future education costs, such as tuition, fees, computers, books, and more. The funds can be used at eligible colleges or vocational schools and for apprenticeships.

CalKIDS, launched in 2022, brings greater equity to our society by opening higher education opportunities to families that have often been left out.

Under the program, each eligible California public school student from a low-income family, as defined by the Local Control Funding Formula, receives $500. This can increase to $1,500 for some especially vulnerable students.

In addition, all babies born after July 1, 2022, will receive up to $175.

To access or use the money, parents or guardians or students need to claim their accounts first. It’s an easy process.  Families can check eligibility and claim their accounts at calkids.org/

CalKIDS and ScholarShare 529 accounts can make a huge difference in the lives of students. Besides helping finance higher education, they inspire students to consider attending college or career training.

Studies have shown that children and families with even small savings set aside for college are three times more likely to enroll in college, and four times more likely to graduate, than children with no savings.

So, this month is a great time to check whether your child has a CalKIDS account and to consider saving with a ScholarShare 529 account. College and career education can pave the way for a brighter future for your child.

Greetings from your CAPTA Legislation Team!  

We are thrilled to provide a brief overview of some advocacy efforts that the Legislation Team has undertaken so far this term.  

One such effort was the work of a Legislative Study Committee that has made recommendations on two measures currently headed toward the November 2024 ballot: 21-0042A1 and ACA 13.  After extensive research, dissection and collaboration, the study committee issued reports with recommendations for the Board of Managers. The report found that contrary to California State PTA’s long history of supporting state and local funding to meet the needs of children, youth and families, Ballot Measure 21-0042A1 would limit the ability of local communities to increase taxes by raising the threshold for passing such measures.  In essence, the Study Committee found that 21-0042A1 would undermine the ability of local voters to meet the revenue needs of state and local communities, particularly at a time when more money, not less, is needed to maintain important local and statewide services.  On the other hand, the Study Committee found that ACA 13 is intended to protect citizens.  The stated purpose of the measure is to retain the majority vote requirement for passage of state and local initiatives.  Simply put:  It protects local tax initiatives so they will still require only a majority vote to pass, rather than a 2/3 supermajority.  

On Jan. 29, 2024, the Legislative Action Committee (“LAC”) held a special meeting to consider those study reports.  After deliberation, the group voted  to advance the recommendations to the CAPTA Board of Directors and Board of Managers.  

What happened next?  The Board of Directors and Board of Managers held its Winter Meeting in Sacramento on February 8-10th and part of the business conducted was adopting the following positions on these ballot measures:

  • 21-0042A1:  California State PTA takes an oppose position AND plans to take an active role in campaigning to defeat this initiative.  ( Note: This measure is currently eligible only for the November ballot; however, current court action may deem this initiative invalid as a matter of law)
  • ACA-13:  California State PTA takes a support position AND plans to take an active role in campaigning to support this initiative.  (Note: This measure is currently qualified for the November ballot.)
